Background: It is understood that critical design disciplines from Schematic Design (SD) through to Issued for Construction (IFC) have not been completed or shared by the incumbent consultant, RSP. IMMEDIATE DIRECTIVE: 1. Formal Instruction to Assume Control: CITIC, as Lead Coordinator, is hereby formally instructed to immediately assume responsibility for all missing design disciplines for the Keturah Resort - Plot 14 project. 2. Organic Integration of Consultant Team: CITIC will lead a new, integrated design cycle consortium comprising CMCU, HORZIEN, NEB, and MAG. 3. Scope of Work: This consortium is now responsible for taking the existing concept and organically developing it through all subsequent phases: Schematic Design (SD), Design Development (DD), Tender Documents (TD), and Issued for Construction (IFC). 4. No submission is to be considered final until it has passed the review cycle. 3. Verification & Monitoring Cycle: CITIC is instructed to lead a close monitoring and verification cycle for all of RSP's submissions. This cycle will involve CMCU, HORZIEN, NEB, and MAG. 4. Architecture & ID Design Cycle: Upon 100% concept approval, the design for Architecture and Interior Design (ID) will immediately enter a development cycle led by CITIC. 3.
